[slimpl] [ANN] slimpl v0.04 available

This latest version works with native Windows Vim/Perl/Clisp (at least
on my laptop (Windows XP) it does.)

I also reorganized the distribution a bit.  In my previous tarballs
I'd included both perl-lisp-0.06.tar.gz and the fully unpacked &
installed version of same.  In v0.04 I've removed the perl-lisp
tarball and moved most of its code into SLIMPL/lib.

Please download this latest version, read the README (which I've
changed a lot since 0.03 :), and enjoy.

Patches, questions, comments, and flames are all welcome.  Okay, maybe
not flames.  But why would you?  :)
