I have a mostly-working native W32 Vim+ECL (which includes a native
W32 standalone ECL, of course). I got stuck on a patch Brad had added
to kill the child Lisp process -- Windows doesn't have the "kill"
system call. I've had zero time for Lisp hacking (or any other kind
of hacking, come to that) in the past several weeks though, what with
work and various home-improvement projects. (I asked here about
"kill" and got what sounded like a good answer, but haven't had time
to try to implement it.)

So the short answer is, nothing that works, but it's in the works. :)
