[slim-vim] Critical features before you'd use Slim-vim

In my attempts to get things working, I did see that ECL had an install 
package for its "h" release.  I installed that but couldn't build the 
vim source because I don't have the compiler except in cygwin.

Reinstalling cygwin resulted in the same functionality I described before.
