[slim-vim] Changelog for July

Almost there!
I've compiled it, gotten past the assumed path in ecl-slime.vim on line
86 by picking a directory and chucking the relevant files in there, and
now repeatably hit this on sourcing ecl-slime.vim:

"/opt/repository/home/james/devel/lisp/ecl-slime/ecl-slime.lisp"
ERROR: Cannot use #<"VIM" package>
from #<"VIM-SLIME" package>,
because VIM:APPEND and APPEND will cause
a name conflict.


This is odd, because of the (shadow) form in if_ecl.lisp. I'll take a
closer look after I've had a coffee, and will hopefully spot what I've
done wrong.
