[slim-vim] some slim-vim updates

Committed some minor changes to the Vim+ECL repository that adds a lot
of safety checks to the wrappers for the internal C functions.  You
can safely just get a new copy of if_ecl.lisp from here[1].

I've also made progress with ecl-slime running against CMUCL.  It
*seems* to work bug-free, but I have this nasty IGNORE-ERRORS around
some code that I don't like, so I want to get rid of that before I
commit it.  Also, it still doesn't work with clisp, so another reason
not to commit it.

If anyone wants to try it anyway, I put up a raw tarball of my
development tree here[2].
