I *think* so. I haven't tested them lately. I just applied your two
latest patches, but haven't even compiled on Linux yet, much less
tested on Windows.

I think it's Bram's to take, more than ours to give away. Jim said at
the top of network_io.c, "Do ":help uganda" in Vim to read copying
and usage conditions." :help uganda talks about Uganda, of course,
but also talks about the Vim license, and to sum up, if we release
modified copies of Vim, we're required to make our code available to
Bram.
