[slim-vim] Network callback status?

Hi all, Bram, the Vim maintainer sounds interested in accepting
network callbacks into the main Vim tree!  Yay!!
I know that the feature works on OS X, Linux and Cygwin - do callbacks
work on Win32?
Also, the network_io code is not mine to give away - Jim, are you
happy for the network code to go into mainline Vim, under Vim's
license?

At some stage I would also like to push for ECL inclusion into Vim
mainline, but at the moment I don't think we are there yet.  When
Slim-vim is done and the Vim FFI is stable, then we ought to push for
inclusion.
