[Gardeners] Project Proposal: Standardized Utility Library

I know, I know!  :)  I have a rough draft up on common-lisp.net but have
been slammed this week.  I hope to make further progress over the 4th of
July weekend and at that time open it up for contributions, comment and
hacking.

Interested in trying to help organize and document functions?
