[Gardeners] Testing framework for SUL

Hi all,
It's a busy week for the day job. I'll post/release what I've put
together so far this coming weekend. I'm planning to create a darcs
repository and mailing list on common-lisp.net and (with a little luck)
a website (location TBA) that allows a first pass searching of
documentation strings and code.
I'll update the project wiki with the current status and a starting
proposal and we can take it from there.
