I'd say that it's still worth mentioning hygenic macros in a cl faq
because some of the people coming to the language approach it from the
Scheme side. Scheme considers it an advantage to have hygenic macros,
so the faq should field their concerns about free reference captures.

Perhaps it doesn't need it's own section but can be explained within
the Lisp-1/Lisp-2 section.
