What does it mean "tuned to other language"?  The functionality they 
cover seems general enough and used frequently enough to be useful in 
any programming environment.

I think this is good idea.  We first need to make an inventory of what 
already is implemented and create a skeleton based on those components.

I have a feeling that "a benevolent dictator" type of organization might 
be a perfect match for this kind of project.  :-)
