While it will not create native executables under windows, a part-way solution
to quickly setting up a unix-like environment under windows might be
to finesse the
problem away & just use unix via VMPlayer:

Then, instead of "Lisp in a box", you end up with a pre-built
"Lisp/Unix environment
in an image" ready to go (at least under Linux & Windows, not Mac). 
You could also throw in
a web server, cvs, darcs etc.. into the image.  That way, instead of a
long list of
instructions on how to set up an environment, you just download the
player, download the
image & start using your initial environment -- it has all been set up for you.

Backups & duplication of your environment become easy.  One can even
have multiple
images (ie. slim, fat, with Emacs, Xemacs or Vim, with X, or without,
etc).  Also,
everyone can have "reference" environments for testing purposes.
