[Gardeners] Gardeners list for code review?

One of the things that the CL Gardeners could possibly provide is a
separate list that is dedicated to code review.  Newbies are welcome
to post to this list and get feedback.  I know this happens on cll,
but cll is large and has some abrasive people - posting for a code
review there could be intimidating.
If this is a good idea, we could also provide a small ftp space for
people to upload zips of code (less than 1Mb or something) to allow
newbies with no hosting to more easily get their code out.

Thoughts?
