[CLD] duplicate entries (maxima), maintainer field

The following entries are nearly identical:

1) Maxima
     http://www.cl-user.net/asp/libs/11471

2) Maxima Computer Algebra System
     http://www.cl-user.net/asp/libs/maxima

(1) was created several days earlier and is associated with another
application, maxima-repl. Its OS compatibility line looks neater (all
in one line) due to the way the form is displayed. Its URL title
(11471) looks like an autogenerated tag, rather undescriptive.

(2) has a better URL title (maxima) and adds some appropriate tags
(applications, mathematics).

My solution would be to delete (2), change the URL title of (1) to
maxima, and add the applications and mathematics tags to (1).

For future reference, would it be better to add comments like these to
the "notes" at the bottom of these entries? It is not clear to me what
the difference between comments and notes is, whether the maintainers
are scanning the site for unresolved notes, etc.

While submitting new entries, the purpose of the maintainer field was
not obvious to me. I was thinking it could refer either to who can
edit this entry (functional), which turned out to be the right answer,
or to the maintainer of the resource I was pointing to (maintainer of
a library, website, etc). Some suggested changes: If I am adding a new
entry, my name should automatically appear on the maintainer list
(still have the option to remove it of course). There should be a
comment on the form saying that anyone I specify as a maintainer can
edit the entry later.
