[CLD] Some URLs still hinky

Some of the URLs, such as the links from the top-level categories on  
the Root page are still the line-noise URLs. Which I noticed because  
I was trying to determine what the organizational difference between:

   <http://www.cl-user.net/asp/JZkp/sdataQvWrWNCXOsTjDQjr- 
br28xqk8yBX8yBX8oQ5Ss9v-ujU-eAgDM==/sdataQu3F$sSHnB==>

and

  <http://www.cl-user.net/asp/tags/10817>
