There is something about this in the CLD help:

  All the items and the tags can be annotated and commented.  The
  notes and comment are not moderated but can be removed if they
  contain spam or if they become irrelevant.  For instance a note
  signaling a broken link may be removed when that link is fixed.

  Notes and comments are useful to complement the information present
  in the directory.
