[CLD] Policy question

I just looked again to check out the new layout--it is a lot better  
than the original one. But looking at the root page raised one  
question that I think the directory maintainers should think about  
now--what's the policy for comments. I ask because currently the main  
page has a comment titled "Visual Layout Sucks" which, while I  
sympathize with the sentiment of as it applied to the old layout, is  
now not even applicable. You should state clearly somewhere what the  
policy of the site maintainers is regarding comments--do you intend  
to address them and then remove the comments? What about Notes?

Maybe my problem is more basic--I don't understand what the purpose  
of Notes and Comments are; how they fit into how folks are going to  
use the site. So at the moment they mostly just clutter up the pages.  
If it were me, I'd take them off until it was obvious that there was  
a need for them and then put them back in a way that clearly  
addresses that need.
