[cl-faq] Publicly releasing the CL FAQ: still a good idea

As I wrote here last May:

I still think that it would be a good idea to release the CL FAQ
mostly as is, and give it wider dissemination by posting monthly
reminders to comp.lang.lisp, where newbies arrive sooner or later, as
it used to be done in the good old days.

Having an incomplete or possibly inaccurate FAQ is much better than a
project perceived as dead.
