[cl-faq] Releasing the CL FAQ and making it more widely known

In the "release early, release when you can, Lisp is not dead" spirit,
I suggest to release most of the current CL FAQ and make it more
widely known.
I suggest to move to the FAQ most of the questions currently in the
staging FAQ, except those that are missing, overly incomplete,
misleading, inaccurate, or very poorly edited. The FAQ could be made
more widely known by resuming the time-honored Usenet tradition of
monthly posts for new users, as I have done for the CL Directory:

I think that the current FAQ is already a valuable resource. But,
more importantly, having a well known, canonical FAQ would send a
significant signal to the Lisp community--and outside.
