[cl-faq] Quick-n-dirty conversion of old c.l.l. FAQ

I grabbed the old c.l.l. FAQ and did a quick and dirty conversion to  
Markup syntax. (Basically I just put in the right header markers on  
the questions; the formatting of the answers themselves is likely  
quite messed up.) FWIW, it's here:

I've got an email into Mark Kantrowitz asking for his permission to  
adapt material from this FAQ into our new FAQ so if all goes well I  
can start editing those questions to bring them up to date, including  
tossing the ones that no longer make sense.

So anyway, I hope no one went to far down the path of trying to  
convert that old FAQ to Markup or any other format that we've been  
using lately.
