[cl-faq] Updated online faq

This is still in now shape to be made public but I did incorporate  
what I think was all the questions and answers folks have sent. And I  
wrote an answer for the SETF question. I'm going to try to write/edit  
one answer per day, at least, and publish the updated FAQ every day.  
I also intend to make a project page so we can get this project  
blessed as an official Gardener's project. Anyway, check out:

and let me know if you've sent something that's not reflected there.

Patches against that are also, of course, welcome. (I'm still  
thinking about ways to organize things other than a single big file  
but for the moment that's not too unwieldy and I don't want to waste  
time overengineering a solution before it really becomes a problem.)
