[cl-faq] overall structure of the faq

I don't particularly disagree, but think we should remember that, if  
one purpose of this faq is to introduce Lisp to newbies, we should be  
prepared to answer questions relating to interpreter vs. compiler,  
why parentheses, etc. Perhaps these could be placed in a separate faq  
for more general information. In fact, I could see 3 related but  
separate faqs:

	1. history, general information, mythology, etc.
	2. implementations, vendors, installation questions, etc.  
(implementation specific)
	3. language issues, syntax, design patterns, etc. (implementation  
agnostic)

all of which are combined in the outline I submitted earlier into one  
document.
