[cl-faq] overall structure of the faq

I thought it might be useful to propose an overall structure for a  
new Lisp faq, and begin to fill it in. Such a structure might allow  
us to get a quick head start, by incorporating existing answers etc.  
where info is easy to find, and thus let us focus on gaps. Here's a  
proposed first cut:
