[cl-faq] I'm now moderating posts by non-subscribers

Looks like the spammers found this list so I'm going to be moderating  
posts from non-subscribers. Which means that there may be a slight  
delay from time to time while things queue up. Of course non- 
subscribers won't know when the message went through so this  
shouldn't be too much of a problem.
