[ab] Very simplified Lispbuilder installation instructions for Windows

I've uploaded an installation config.lisp file to the wiki for Edi Weitz'd Lisp 
Starter Pack. If you want to test this out, please follow "6.2.1 Windows: Track 
1" on (http://www.balooga.com/dokuwiki/doku.php?id=lispbuilder )

This works because the files are available directly from my website. This won't 
work if the files are hosted on SourceForge due to the various hoops that need 
to be jumped though in order to navigate to a download mirror.

I don't particularly want the lispbuilder binary releases on my site so I think 
that the new repository should at least allow releases to be accessed directly 
via a single URL.
